Board Meeting
Springfield, MO - December 6, 2001

President Randy Fiveash called the
meeting to order at 12:50 p.m.
The October 11, 2001, Board minutes were reviewed.
Tracy Kimberlin moved for approval of the minutes with
a second from Kirsten Glidden.
Motion carried.
Treasurers
Report – Tracy Kimberlin distributed the current
Treasurers Report. He
reiterated that West Plains CVB would not be renewing this
year but we are hopeful that they will next year.
As of this date, Columbia is the only member who has
not paid their dues. Their
fiscal year falls differently.
As far as allied members, Silver Dollar City has not
paid. Marci will contact them. After further discussion, Joel
Pottinger made the motion to approve the Treasurers Report. Sam Allen seconded the motion.
Motion carried.
Division
of Tourism Update and Director Search – Bob Smith
reported on the search for the new director.
Ads are to begin running the week of December 10th.
The job description has been completed and is posted on
the web site. The
application deadline is March 1, 2001.
The advertising report will be presented by MMG at the
Tourism Commission meeting, tomorrow, December 7th.
Bob also reported that the Governor has
not released the withheld tourism funds.
He felt there was little or no chance of anything
happening. The
political environment will be difficult, 2002 session, because
of term limits going into effect.
Tourism received an eight- percent withholding of
funds, less than many other divisions.
He did encourage our members to remind their
legislators of the impact of tourism and how we can work
together to move things forward.
Dale Amick reported to him that another wave of cuts is
probably going to happen.
The Division has been asked, by DED, to look for
further adjustment in the event additional cuts are requested.
Bob said they would consider cutting all travel, reduce
staff time at welcome centers and no make any equipment
purchases. It is
important to note that the advertising and coop budget has not
been targeted for additional cuts at this time.
Research has been reduced.
Randy noted that the resolution approved
by MACVB at the last meeting has been forwarded to the Tourism
Commission. However,
they have not met as a group since then.
The Lt. Governor has been working diligently with the
Governor’s office in an effort to get them to release the
withheld funds. What
we really need to be worried about is further reductions.
Stephanie Roush suggested that MACVB
still be on record as to our concerns about the tourism
budget. She moved
that we reaffirm the resolution from our last meeting and add
the following:
A.
That we reaffirm the resolution adopted by the Board on
October 11th and express our appreciation to the
Tourism Commission for their efforts on our behalf.
B.
That we redirect the resolution to the Governor.
C.
That we ask the Governor to exempt the Tourism Division
from further budget reductions, (including a cover letter
which emphasizes the aggressive lead taken by other States to
increase their marketing (which calls for a response to MACVB
from the Governor).
D.
That we call upon the Travel Council, Restaurant
Association and Hotel/Motel Association to adopt similar
resolutions.
The motion was seconded by Tracy
Kimberlin. Motion
Carried.
MACVB
Web site and Directory Project - Patty Becraft from the
Springfield CVB has been implementing and designing the new
web site. She
presented the Board with a power point presentation on how
efficient this will be for everyone.
She stated that the project should be complete by
spring. Suggestions
and ideas were shared by all.
CDME
Schedule – CDME Training (Certified Destination
Management Executive) is set for February 22 –25, 2002, at
the Sheraton Suites on the Plaza in Kansas City.
The core course is “Strategic Issues in Destination
Management” which will be held the 22nd through
the 24th. The
elective course is “Product Development” which will be
held the 24th and 25th.
We need a 7-member commitment for this to be hosted in
Missouri. We
currently have four individuals committed for the core course
and need more. MACVB
offers a $250.00 scholarship per Bureau for this course.
The cost for the core course is $1,250.00 and $750.00
for the elective. Marci
needs to have confirmation on those wishing to attend by
December 31, 2001 in order to keep the session from being
canceled.
MACVB
Comparative Financial Survey Progress – The
most recent survey was completed in 1999.
It was planned, at that time, to submit one every two
years. The
surveys were sent to everyone in June.
Only eleven of twenty-nine bureaus have responded so
far. Marci
requested that these be submitted as soon as possible so the
survey will be completed by the spring.
Capitol
Day for Tourism
–Marci reported that Gary Figgins (MTC) is working with the
Tourism Division to set the date.
The program will be very similar to last year with the
groups hosting a pancake breakfast in the rotunda. Last
year’s financial commitment by MACVB was $2,000 and it only
ended up costing $1,200.
Don Johnson moved to approve up to a $2,000 commitment
this year out of our legislative reserve.
Joe Donnelly seconded the motion.
Motion Carried. Marci will contact Missouri Attractions Association to get
their participation.
Proposal
for Group Lead Generation – Joe Donnelly and Carole
Moody have been in discussions with David Green Organization,
Inc. in regards to developing a program to help bureaus
generate more group business with assistance from the Missouri
Division of Tourism. DGO
has been developing customer acquisition programs for the
industry for over 30 years.
The company submitted a proposal describing their lead
generation program. It
stated that 70 percent of their leads are 200 rooms or less.
These groups generate $1,000 per stay (3 nights).
It was suggested that a “Request for Proposal” be
developed and bids be taken that would incorporate other
companies. Joe
Donnelly with get with Wayne Chappel and see that the RFP is
produced and distributed.
Once leads are generated they will be distributed to
all CVB’s through MACVB.
It was suggested that funding be taken off the top of
the Convention Marketing portion of the Missouri Cooperative
Marketing Program. This
was agreed by consensus.
A recommendation will be made to the Division of
Tourism.
State
Transportation Needs - Joel Pottinger presented a report
on State Transportation needs.
He asked members to let him know their responses.
